The District of Columbia Workforce Innovation Consortium is issuing this Notice of Funding Opportunity to competitively award a subgrant that supports consortium-launched employment and training programming for District residents.

Eligibility
Eligible applicants must be a Consortium member organization, or a training provider partnered with The Department of Employment Services on the Eligible Training Provider List, aligned to DOES-approved capacity training pathways.
Applications must meet every threshold requirement in the NOFO to be considered, including alignment to an industry-recognized credential, enrollment of 25 WIOA-eligible District residents in Non-ITA WIOA programming, and at least one employer commitment letter.

How to submit
Submission materials are emailed to Consortium@buildwithin.com by the deadline on October 1, 2026 by 5:00 PM ET.
The budget period runs September 1, 2026 through February 20, 2027, and cannot extend past the Consortium’s own period of performance, which ends May 21, 2027.
